There’s definitely plenty of evidence of conspiracy theory as a method of social destabilization. And there’s evidence that the CIA uses every tool to destabilize enemy states and organizations.

But you run into some contradictions when you try to blindly assert that any given conspiracy is a CIA conspiracy.

If nothing else, you’ve got to account for the FBI

Just enough to muddy the waters and get people to believe that any accusation of malfeasance by the security state is a conspiracy theory.

a meme following the "is this a pigeon?" format. A man, labeled "neurotypicals", gestures at a butterfly, labeled "literally any clarification", and says "Is this 'Moving the goalposts'?"

Yeah, I remember hearing they admitted to encourage conspiracy theories for plausible deniability of their own conspiracies, but I don’t have evidence for this and am too lazy to look it up

Jakarta Method talks about a few specific ones used in the third world.

Aberration in the Heartland of the Real is about McVeigh and provides some fruit for thought that’s tangentially related. Particularly interesting is federal involvement in UFO conspiracy groups.
